A gelatin stick is manufactured, transported, stored in a licensed magazine, issued against a register, and hand-placed in a drilled hole by a certified shot-firer.
That chain broke at the last link at Pinakota village, Anantagiri mandal, on Saturday. The device misfired during rock blasting for ghat road widening in Alluri Sitharama Raju district. The rig driver, three workers, and a teacher travelling the opposite way died. Two vehicles were destroyed.
The contractor has not been named. Andhra Pradesh Police and district revenue officials reached Pinakota and began a rescue; the dead were unidentified at filing.
That silence is the operational fact. On ghat packages of this size — Araku corridor, Fifth Schedule area under the Paderu ITDA — blasting is routinely subcontracted to a specialist crew working on the main contractor's explosives licence.
Petroleum and Explosives Safety Organisation rules put liability on the licence holder. The licence is not in the press note.
A misfire is a defined event. Procedure requires the shot-firer to wait out the prescribed period, inspect the face, then re-initiate under supervision.
Crews die when they re-enter early, or when a delayed charge fires while the pattern is being reset.
Losing a driver and three workers in one moment points at the face.
Compensation will split along the contract.
- The three workers were almost certainly daily-wage, supplied through the contractor's labour chain, their cover limited to whatever workmen compensation policy was live that morning.
- The teacher is a third-party claim running through the contractor's CAR cover and the employer authority's own liability.
- Only the magazine has an audit trail.
The signal is a mismatch of scale.
Andhra Pradesh has pushed ghat widening across the Eastern Ghats to carry Araku Valley tourism and tribal produce, and the packages are small — a few kilometres of hard-rock cut, priced per cubic metre and awarded to mid-tier firms with no in-house drilling crew.
Explosives licensing is a national regime built for large, fully staffed sites. Site supervision is district-level and thin.
The hazard has migrated into the cheapest contracts in the state road portfolio.
Any authority issuing hill-road packages in Alluri Sitharama Raju should demand two things before the next shot: the shot-firer's competency certificate with its validity, and the magazine register reconciled against issue slips.
If neither arrives within a day, stop the blasting.
