The Ministry of Road Transport and Highways and the Bihar government sign a desilting memorandum in Patna on Tuesday, with Nitin Gadkari and chief minister Samrat Choudhary in the room.
MoRTH commits to dredging the state's rivers and routing recovered sand, silt and sediment into National Highway projects.
The document does not name:
- the procurement route
- the material specification
- the funding line
- the agency that will actually dredge
Bihar's aggregate economics explain the appetite.
The state holds thin local stone resources and hauls coarse aggregate over long distances, a delivered cost that sits inside every NHAI pavement layer.
Sediment from the Gandak, Kosi and Bagmati could undercut it, if it qualifies.
River silt arrives heavy in fines and plastic. Sub-base use needs:
- washing
- screening
- blending
- a test protocol MoRTH has not published
Without a specification amendment, contractors will not accept the material.
Sequencing cuts next. Desilting runs in the dry window and competes with the construction season it is meant to serve.
Wet sediment needs dewatering ponds and time.
A river reach takes multiple seasons; a highway package needs aggregate within eighteen months of award.
The commercial fault line is royalty.
Bihar levies royalty on sand as a minor mineral, and the Water Resources Restoration and Sediment Management Policy, 2026, approved in September, keeps sediment under state control as a resource.
Free supply into National Highway work strips the Water Resources Department of revenue that would fund its own dredging.
Gadkari has pitched the model to the Centre as low-cost flood relief.
Bihar is looking at a hole in non-tax receipts.
Capacity constrains harder.
An ICAR-Central Inland Fisheries Research Institute count in 2022 found more than 50,000 waterbodies in the state, most in Madhubani.
MoRTH owns no dredger fleet and holds no riverbed rights.
Dredging will be let separately, likely state-side, leaving road contractors buying material from a supplier they did not appoint, on a specification they did not draft.
Signal: Bihar is the template.
Assam and Uttar Pradesh carry the same flood liability and the same aggregate deficit.
Whichever state first converts dredged sediment into a MoRTH-approved material clause captures the margin.
The MoU will be judged on two answers: whether royalty is waived or paid and whether desilting is tendered as a materials contract rather than a works contract.
Until then the silt stays in the river.
