2027 Opening Target

The Bangalore Metro Rail Corporation Limited (BMRCL) is now working to a 2027 opening for the Blue Line between Silk Board and KR Pura along the Outer Ring Road, with the 2026 commercial-operations target effectively abandoned.

Trial runs between KR Pura and HSR Layout remain nominally targeted for October, but pending works at multiple interfaces make even that milestone fragile.

Civil Interfaces Become the Critical Path

The binding constraint is no longer rolling stock. Unlike the Yellow Line, which stalled on non-availability of train sets, the Blue Line has already started receiving them.

The constraint has migrated to civil interfaces:

- Connectivity to the Byappanahalli depot — essential for stabling, maintenance and revenue service — remains incomplete
- Viaduct spans at Marathahalli remain incomplete
- Viaduct spans at Central Silk Board remain incomplete

Interface Bottlenecks and Integration Gaps

At Iblur, station construction started late because of a high-pressure GAIL gas pipeline, water pipelines and underground utilities, compounded by land acquisition and design finalisation for the future Sarjapur–Hebbal interchange.

At Central Silk Board, late permissions from civic agencies and traffic police delayed viaduct pillars, while drainage works slowed site handovers.

That pending viaduct is critical because it carries the track arrangement for train reversal; without it, BMRCL cannot run a coherent service pattern.

Integration work is also lagging. The travellator connecting the Blue Line station to the operational Yellow Line station has not started and is still at the tendering stage — a classic interface risk in which last-mile passenger works are procured after core civil packages, creating a separate delivery threat even if the main line opens.

Inter-Agency Sequencing Risk

Inter-agency sequencing compounds the exposure. The Greater Bengaluru Authority is proposing Rs 450 crore of ORR white-topping from October 2026 to January 2027, subject to cabinet clearance.

Commuters had sought road works only after Metro operations began.

If the two run concurrently, congestion on the corridor worsens and the Blue Line's opening benefit is diluted precisely when BMRCL needs unobstructed construction access.

Broader Implications

For contractors, the slip shifts milestone-linked payments and prolongs site overheads. For BMRCL, it defers farebox revenue and extends testing cycles.

The broader signal: urban rail delivery risk has moved from rolling-stock supply chains to civil interfaces:

- Depot access
- Reversal-track viaducts
- Utility relocation
- Cross-agency roadwork sequencing

Authorities and contractors that treat these as residual scope rather than critical-path work will keep absorbing schedule and cost overruns.
