Decision memo. Subject: NH-66 Kazhakkoottam–Kadampattukonam. Status: work resumed, schedule unresolved.
The completion date has moved four times: January 2025, October 2025, December 2026, and now October 2027.
That is 33 months of recovered time never actually recovered on the ground.
RKC Infrabuild Structures Pvt Ltd, the Pune-based contractor now driving execution, expects full-fledged mobilisation only in the second week of November. Girder launching at Kallambalam has restarted. Retaining walls are underway.
Around 70% of the widening is done.
Three constraints are being cited publicly:
- Tamil Nadu's unresolved restriction on stone and soil movement
- A labour shortfall after Dussehra and Diwali return migration
- Intermittent rain
Only one of those is genuinely structural.
The Harbour Engineering Department has already cleared procurement from Muthalapozhi. NHAI has not completed its own procurement and supply arrangement.
That administrative tail costs another 20 to 30 days and gates every soil-filling and sub-surface activity on the remaining main carriageway.
A permitting authority has done its job. The procuring authority has not. Blaming monsoon at that point is a category error.
RKC is hedging by scouting stone from Kollam district quarries around Kottarakkara. Sensible, but it shifts haulage distance and unit cost onto a contract whose commercial terms were priced against a nearer supply basin.
On a re-entered project, that margin leakage lands on the incoming contractor, not the authority.
The RDS Projects Ltd withdrawal is the part worth studying. RDS has largely left ground operations while the contractual arrangement is still being negotiated.
Two entities, one site, unsettled liability.
Attingal bypass is the worst affected section at 70% landfilling, because it needs rock and soil in volumes the current supply chain cannot deliver. Pallipuram and Thonnakkal need fill to raise formation levels.
Then Rs 930 crore of additional underpasses and a viaduct, out on a fresh tender. New scope on a corridor already four extensions deep.
The two packages will compete for the same quarry output, the same sand, and the same labour pool in the same district.
Watch NHAI's sand supply order date.
If November passes without it, October 2027 becomes October 2028 and the fresh tender gets priced for it.
