NHAI has put a number on Bihar's fill-material problem: 243 lakh cubic metres of silt across 39 ongoing highway projects and 11 proposed ones.
On 3 November, it signed an MoU with the Bihar government to pull that volume out of the state's ponds and chaurs instead of agricultural land. Nitin Gadkari and Chief Minister Samrat Choudhary attended the signing.
The Bihar Road Construction Department is nodal agency.
The pipeline behind the number is Rs 2.43 lakh crore of National Highway work: Rs 58,340 crore already under construction across 1,561 km, and Rs 1,85,200 crore on 1,982 km not yet awarded.
Bihar is alluvial plain. The fill-material constraints are:
- There is no rock.
- Approved borrow areas are thin.
- Contractors already haul aggregate in from Jharkhand and West Bengal.
Fill material is a lead-cost problem before it is anything else.
Silt becomes a specified construction material, tested against MoRTH specifications and IRC codes, taken only at approved locations under the Bihar Water Sources Restoration and Silt Management Policy 2026, with joint measurement and digital reconciliation of quantities moved.
Fill sits inside contractor risk under MoRTH EPC and HAM documents.
If NHAI releases royalty-free silt without re-rating the earthwork item, the saving stays with the contractor, material cost plus lead.
If NHAI creates a separate silt-supply item, it captures the delta and inherits the supply obligation.
The MoU does not say which. That drafting choice is worth more than the desilting work itself.
Silt out of a live water body is wet, high-fines and frequently organic.
Embankment specifications cap organic content and demand density and CBR control, so drying yards, stockpile land and moisture conditioning enter the contractor's programme, none of which the MoU schedules.
Desilting also runs on a six-month dry window.
The state-level coordination committee has to clear working plans faster than the monsoon returns.
The signal to watch is whether Bihar prices silt as a royalty-bearing minor mineral.
If it does, highway fill acquires a cost line and an enforcement risk that no earthwork rate has ever carried.
