The National Highways Authority of India (NHAI) has been directed to implement permanent engineering solutions to end chronic waterlogging on NH-24, following a high-stakes UT Level Coordination Committee meeting chaired by Delhi’s Public Works Department (PWD) Minister Parvesh Sahib Singh on Thursday.
The directive specifically targets recurring flooding at the Patparganj and Pandav Nagar underpasses — densely populated East Delhi stretches where monsoon-season water accumulation has become an annual disruption. Singh ordered NHAI to raise the road level at vulnerable points and submit detailed technical reports on waterlogging at the Mahipalpur flyover and Parade Road underpass.
“PWD has already completed the desilting of the concerned drain on NH-24, while NHAI has been directed to raise the road level to ensure a permanent solution,” Singh stated after the meeting, emphasising that “clear responsibilities and timelines have been assigned to every agency.”
For contractors and engineering consultants, the directive carries tangible implications. NHAI’s consultants have been instructed to submit detailed technical reports to facilitate permanent engineering interventions.
This marks a precursor to design revisions and eventual tender issuance for drainage retrofits, road regrading, and potentially pumping infrastructure at underpass locations.
The coordination committee also reviewed progress on several critical infrastructure projects:
- Andheria Mor–NH-48 Corridor
- Utility shifting for the Rangpuri Bypass Tunnel
- The Rohtak Road Corridor
Power utility BSES was directed to complete pending technical formalities on priority, while all departments have been instructed to expedite approvals to protect project timelines.
Traffic congestion at Delhi border entry points caused by Municipal Corporation of Delhi (MCD) toll plazas also came under scrutiny.
NHAI and MCD have been directed to jointly address operational bottlenecks. The Delhi Development Authority (DDA) was brought into the frame for expediting land-related issues affecting National Highway projects.
Beneath the surface of inter-departmental coordination lies a deeper industry pattern. India’s expanding National Highway network increasingly intersects dense urban environments where drainage integration spans multiple jurisdictions.
When underpasses and flyovers — engineered for traffic throughput — flood during monsoon, the failure is rarely a single-agency problem. It is a design-integration failure spanning NHAI’s road engineering, municipal drainage networks, and utility coordination.
The political escalation through the UT Level Coordination Committee suggests that routine bureaucratic coordination between NHAI and Delhi government agencies had proven insufficient. Singh’s intervention — assigning clear responsibilities, mandating timelines, and demanding permanent rather than temporary solutions — effectively compels NHAI to fund and execute retrofit works that may not have been prioritised in its existing project pipeline.
For the contracting ecosystem, the signal is unambiguous: urban highway drainage retrofits are emerging as a discrete sub-segment, politically prioritised and consultant-led. NHAI’s imminent technical studies will shape the scope, budgets, and timelines for what follows.
Contractors with drainage and urban infrastructure credentials should track the DPR-to-tender pipeline on NH-24 and the other corridors under review.
The question is not whether NHAI will comply — the political directive leaves little room for ambiguity.
The question is how quickly permanent engineering solutions can be designed, contracted, and delivered on an operational highway where every day of construction means traffic disruption across one of Delhi’s busiest arterial corridors.
