NHAI Revises DPR Consultant Ratings, Adds Quality Metrics

NHAI Overhauls Consultant Rating Methodology

The National Highways Authority of India (NHAI), operating under the Ministry of Road Transport and Highways (MoRTH), has overhauled its consultant rating methodology for Detailed Project Report preparation, introducing three additional assessment parameters through an official circular.

The revised framework now evaluates consultancy firms on:

- Survey quality
- Implementation of Expert Appraisal Committee (EAC) recommendations
- Standard of pre-bid services delivered

This moves well beyond the earlier report-submission-centric model.

The recalibration is not cosmetic. Ratings under the updated system have already been recalculated and published on NHAI's website. For consultancy firms empanelled with the authority, these scores now carry direct commercial consequences: they will form the basis for future selection decisions, effectively linking demonstrated multi-stage performance to contract opportunities.

From Report Submission to Bid Readiness

The inclusion of pre-bid service quality as a rated parameter is particularly significant. It signals that NHAI recognises deficiencies at the bidding stage — unrealistic estimates, incomplete bid documentation, or poorly defined technical specifications — as downstream risks that originate in the DPR phase.

By making consultants accountable for the bid-readiness of their outputs, the authority is closing a loophole that previously allowed firms to deliver reports without ensuring they translated into executable contract packages.

For the consultancy ecosystem, the implications are uneven. Firms with integrated capabilities spanning survey, design, EAC coordination, and bid support stand to gain — their ratings will reflect the full scope of their contribution. Firms that relied on narrow report-delivery models, outsourcing field surveys or treating pre-bid work as ancillary, face exposure. The revised scores will make that distinction visible to the client.

The underlying signal is structural. NHAI is shifting from an output-based evaluation — did the report arrive on time? — to an outcome-based framework: did the DPR produce a biddable, executable project with verified ground conditions and regulatory alignment? This mirrors the broader trajectory across Indian infrastructure procurement, where authorities are tightening the link between planning quality and execution outcomes.

For DPR consultants, the message is unambiguous:

The rating that matters is no longer the one you got for submitting the report. It is the one that determines whether you get the next assignment.
