NMMC Executive Engineer Pandharinath Chavde put it in writing: a pedestrian bridge at Turbhe Store, on Thane-Belapur Road, inside thirty days.
The assurance followed a road blockade led by activist Abhiman Jagtap, after Chhaya Gaikwad was killed by a Brihanmumbai Municipal Corporation waste transport vehicle while crossing.
No municipal corporation delivers a steel foot overbridge on a live arterial in thirty days through its standard cycle. Design, tender, award, fabrication and erection run nine to fourteen months.
So this one will run on emergency provisions:
- work order
- negotiated rate
- night erection blocks
- schedule-of-rates plus a premium
- compressed quality checks
- no design coordination with the flyover still pending at the same junction
That flyover is the root cause. Residents, including Santosh Jadhav, have demanded it for years.
The FOB is a substitute asset for a corridor upgrade NMMC has not delivered, and substitute assets on live arterials tend to become permanent. Nobody funds removal once the flyover approach gradients arrive.
NMMC carries the delivery risk and the reputational exposure. Its promised traffic personnel, security guards, CCTV and signals are operating expenditure with no named budget line, and enforcement sits with Navi Mumbai Traffic Police rather than the corporation.
BMC owns the vehicle that killed Gaikwad and contributes nothing to the crossing infrastructure at Turbhe Store.
Signal: municipal road safety capex is now being triggered by fatalities and blockades rather than by programmed asset pipelines.
Expect more thirty-day FOB commitments on arterial corridors, awarded at premium to schedule-of-rates, with thin supervision.
Contractors holding prefabricated steel superstructure capacity and night-erection capability on live traffic have a genuine window. Those pricing cast-in-situ will not be invited.
