Panchkula HQ: a ₹17.6 crore tender with zero bidders

A Terminated Contract and a Nil-Bid Re-Tender

Panchkula Municipal Corporation terminated its headquarters contractor in February 2023. It has not replaced him.

The re-tender for the ₹17.6 crore balance of the Sector 3 building closed with no bidders. Eight months of work. Zero offers.

The original ₹29.49 crore contract, awarded in December 2019 against an April 2021 completion, had delivered about ₹11 crore of value when it was cut — unauthorised sub-contracting, execution discrepancies and chronic delay, according to the termination record. The contractor's identity is not disclosed in the source report.

The Risk Left Inside the Corporation

Read this as a post-mortem of one decision. Termination was defensible.

Termination also moves the contractor out and leaves the risk inside the corporation:

- A structure open to three monsoons
- No settled condition baseline
- Contested liability for defective prior work
- No clarity on who owns design responsibility for what comes next

None of that is priced into an estimate that was probably built off 2019 schedule-of-rates logic.

Why Contractors Stay Away

Contractors price orphaned packages by the ambiguity they carry. When scope is defined as 'remaining finishing work', when the site has stood unfinished for three years, and when the previous agency's exit is unresolved, the risk premium outruns any plausible margin on a civic office block.

Nil bids are a price signal.

Diagnosing the Failure Before Re-Tendering

S K Nayar, president of the Panchkula Citizens Welfare Association, has asked the corporation to diagnose the failure before floating the tender again.

That is a procurement question, not a public relations one.

The answers sit in:

- A structural condition survey
- An independent quantification of residual and defective work
- A defect-liability carve-out from the 2019 agreement
- A contract form that accepts takeover risk explicitly instead of defaulting it onto the bidder

A Temporary Workaround and the Cost of Silence

Meanwhile the corporation operates from Sectors 4, 12A and 14, one branch inside a community centre.

A temporary workaround is hardening into the operating model.

The risk is straightforward. Reissue the same document, receive the same silence, lose another year.

For contractors tracking Haryana's municipal pipeline, nil-bid packages are now a leading indicator of institutional capacity — the authorities that clean up exit terms first will be the ones that actually get built.
