The Parbhani Works Division, under the Rural Development Department's RDD-CEO-Parbhani chain, has floated a 180-day contract for an internal cement concrete road at Village Dudhagaon in Sonpeth taluka.
- Estimated value: ₹81.5 lakh.
- Reference: ZPPBN/WD/eTENDER/39/26-27.
- Contract duration: 180 days.
The document fee is ₹23,600 and it is non-refundable. On an ₹81.5 lakh job that is 2.9% of contract value, paid before a single bag of cement is ordered.
The EMD of ₹81,497 is exactly 1% of estimate, which is normal. The fee is not.
A percentage-rate tender on the Zilla Parishad schedule of rates already fixes margin at bid stage; loading ₹23,600 of transaction cost on top means the winning rate reflects how cheaply a contractor could enter, not how well he can build.
Seven days. Published November 2, bids close November 9, opening November 10. No pre-bid meeting is listed.
A 168-hour window with no clarification forum filters for one bidder profile: the local contractor who knows the Sonpeth subgrade, the haul distance from Parbhani, the nearest batching point, and which schedule-of-rates line items the division measures generously.
An out-of-district bidder faces a 2.9% entry cost and seven days to price a road he has never walked.
That is either a procurement design working exactly as intended or a barrier wearing the clothes of a formality. Parbhani's ZP works division issues these tenders in volume. The fee behaves as a revenue line as much as a filter.
Execution risk sits in the 180-day clock.
Sonpeth is Marathwada, where the monsoon lands in June and the district has spent much of the past decade on drought contingency.
Concrete poured late onto a wet subgrade, without cure time, is a road that cracks in year two and gets re-tendered by year five.
The contractor absorbs the commercial risk on the percentage bid. Delivery risk stays in Parbhani with the ZP CEO's works division, and the maintenance risk — unpriced, unmentioned — transfers to Dudhagaon.
Contractors pricing Maharashtra's rural road pipeline should read this notice as a template. Small tickets, short windows and high entry costs are becoming the pattern in ZP works divisions, and the cost of participating now rivals the margin on offer.
Price the bid cost into the rate, or leave the sub-₹1 crore band to village contractors and chase the district packages instead.
