Pimpri-Chinchwad: The Chair Emptied Before The Vote

The House Rose Before the Commissioner Returned

The general body of Pimpri-Chinchwad Municipal Corporation was adjourned before Municipal Commissioner Dr Vijay Suryawanshi came back. He had left the hall for a video conference under the Prime Minister's Pragati scheme.

Additional Commissioner Kuldeep Jangam stayed behind. Corporators, led by NCP's Raju Bansode and ruling party leader Prashant Shitole, objected that nobody told the house.

By the time Suryawanshi returned, Deputy Mayor Sharmila Babar had already closed the sitting to November 20.

Why the Sequencing Matters in a Bid File

That sequencing is the part worth carrying into a bid file. The absent official was the one with statutory authority to clear files.

The officers left in the room were the ones corporators had spent the afternoon accusing.

A Political Grievance Desk Enters the Approval Path

Shiv Sena group leader Vishwajit Barne told contractors that if they faced demands for money or administrative obstruction, they should approach his party. Read that as a supply offer.

A grievance desk run by a political group inside a municipal corporation is an intermediary between contractor and approval desk. Intermediaries get priced.

Contractors bidding PCMC work now carry an approval path with a political step in it — and the cost of that step is a number nobody will put in a tender document.

The Technical Bottleneck Is Narrower

RPI group leader Kunal Vavhalkar named chief engineer Pramod Ombhase, alleging past disciplinary action followed by promotion, and alleging that Ombhase's son-in-law filled a natural drain in Ravet to build housing.

No finding exists on the record. Ombhase still holds the chief engineer's technical sanction authority, which governs milestone certification and payment release across PCMC's capital works.

Ravet and the Filled Nullah

Ravet sits on ground that drains toward the Pavana system. A filled nullah is a stormwater capacity decision taken by a private developer and absorbed by the municipal account later, when the road floods and the corporation carries the remediation.

Where the Political Groups Converge

Leader of the Opposition Bhausaheb Bhoir framed it as unaccountable officers ignoring routine letters. NCP's Anant Korhale and BJP's Sheetal Shinde pressed the same point from different benches.

The convergence matters more than the allegation. Four political groups have now publicly concluded that escalation through the administration does not work — which is precisely the condition under which parallel channels harden.

Two Things to Watch Before November 20

Watch two things before November 20:

1. Whether Ombhase's sanctioning authority is formally reviewed.
2. Whether PCMC issues any written process telling contractors where to raise a payment or approval grievance.

If neither happens, treat political clearance as a scheduling item on your next PCMC programme, budget nine to twelve weeks of approval slippage, and price the carrying cost before you submit.
