Say you're the contractor who opens the Shivajinagar tender document next month. The ₹825 crore has sat in a cabinet note for months, signed off at Sahyadri Guest House in front of Devendra Fadnavis, and quoted in every report of the signing. None of it is your number yet.
That's the quiet thing in this announcement. The estimate is older than the procurement. Maha-Metro is named implementing authority, private players come in through the PPP framework, and the tender is expected next month. Until bids land, ₹825 crore is an administrative figure, and the gap between an administrative figure and a bid is where these projects get decided.
Look at what's already been through this mill. The original station moved to Wakdewadi in December 2019, about 1.5 km away. The announcement gives two reasons for the years of delay: complications during metro construction and discrepancies between Mahametro and MSRTC plans. It never says what those discrepancies were.
The mismatch still hasn't been published.
Read that sentence again and you have the problem. The agency that builds and the agency that runs had drawings that didn't line up, for years, and the answer is to hand the job to one of them. Maha-Metro now implements; MSRTC owns the passengers. The man chairing MSRTC, Pratap Sarnaik, is also the state's transport minister, so the tenant side of this deal has no independent voice in cabinet.
Then the arithmetic the announcement invites and never does. Tender next month, three to four years to completion. Wakdewadi took the buses in December 2019, the signing date appears nowhere in the text, and the delay is already "several years". Do the sum and the temporary stand runs past a decade.
The unpriced risk sits at the interface, where the metro box ends and the bus deck begins. Maha-Metro controls the box. A concessionaire on a fixed-price contract won't absorb design changes inside it. Push that risk to the private side and ₹825 crore was never a real number. Keep it with the state and the PPP label is doing less work than the press release implies.
When the technical bids land, does Maha-Metro carry the interface risk, and does ₹825 crore survive the first round?
