RCD Bihar Drain Dig Cuts Indian Oil PNG Line, Kills One

The Blast and the Exposure

One worker is dead and six are injured in Muzaffarpur after a JCB digging a drain for Bihar's Road Construction Department cut an underground piped natural gas line.

The blast came between 12:10 and 12:15 on Monday.

District Magistrate Kumar Gaurav confirmed the fatality.

Senior Superintendent of Police Kantesh Kumar Mishra said an FIR will follow if negligence is established.

Read the contractual geometry.

- The RCD contractor and its machine operator carry the negligence exposure.
- Indian Oil Corporation, whose technical team the police summoned to site, carries the network-integrity question: how the line was laid, at what depth of cover, and how long isolation took.
- The district administration carries the inquiry and the compensation politics.

Missing Safeguards and Overlapping Jurisdiction

No utility locate survey appears to have preceded that dig.

No permit-to-dig.

No as-built route drawing handed to the operator before the bucket went in.

JCB trenching remains the default method for urban drain work across Bihar's tier-two towns, and machine operators are routinely told to proceed on verbal alignment instructions.

There is a second structural problem.

Drainage inside a municipal town normally sits with the urban local body. Here the RCD was executing.

Two agencies worked the same buried corridor with no shared utility register between them.

Pipeline Growth and Third-Party Excavation Risk

Indian Oil's PNG footprint has thickened quickly across Bihar under PNGRB authorisation rounds.

As-built records have not kept pace with the steel and MDPE going into the ground.

Third-party excavation now dominates gas pipeline failure in Indian cities, and the strike rate climbs wherever new city gas density meets old road agencies.

Official Response and the Procurement Fix

Anand Utsav, the East Sub-Divisional Magistrate, put three of the injured in serious condition while State Disaster Response Force teams were still arriving.

Police handled traffic and crowd control; senior officials stood on the spoil heap.

The corrective sits in the procurement document.

Utility mapping, mandatory pipeline-operator clearance and a signed dig permit should be a priced, verifiable line item in every drain and road tender, with the locate survey paid for by the awarding authority rather than absorbed by a contractor bidding on rate per metre.

Until that clause exists, the cost of a missed locate is settled in fatalities, FIRs and valve-isolation delays.
