Rail Vikas Nigam Ltd (RVNL) has pushed its order book further away from conventional zonal railway civil works. The Navratna rail PSU received a Letter of Award worth ₹903.01 crore, including GST, from SJVN Thermal Private Ltd — a wholly owned subsidiary of SJVN Ltd.
The order covers a permanent siding and aerial track connection at the 1,320 MW Buxar Thermal Power Project in Bihar.
The 36-month scope links the plant boundary to Chausa and Pawani Kamarpur in Buxar. It builds the captive rail corridor that will move coal in and ash out once the station is commissioned.
The commercial significance is less the headline number and more the client mix. RVNL is being procured directly by a power-sector CPSE for industrial connectivity, not by a railway zone for track doubling or third-line work.
That changes RVNL's risk profile from Indian Railways' unified command to a thermal asset whose own commissioning timeline now conditions RVNL's completion logic. A siding generates owner value only when the generating units are ready; schedule coupling between the power block and the rail interface is the execution variable that matters most.
The same week, RVNL emerged as the lowest bidder (L1) for a ₹404.88 crore East Coast Railway package on the 385-km Bhadrak-Vizianagaram section.
The 30-month package covers:
- Roadbed and bridges
- Ballast supply and permanent-way linking
- Signalling and electrification
- HT/LT modifications
Together, the two wins stretch RVNL's delivery bandwidth across a thermal logistics corridor and a congested third-line corridor — both demanding heavy permanent-way, OHE and S&T resources at once.
For contractors and suppliers, the signal is structural. Captive power-plant sidings are becoming a distinct EPC sub-segment as thermal generators lock in coal and ash evacuation routes.
Ballast, rail, signalling, electrification and utility-shifting vendors gain incremental demand. However, concentration with RVNL raises questions about sub-contracting depth and working-capital absorption across concurrent 30- to 36-month jobs.
SJVN Ltd's direct award to a rail PSU reflects CPSE-to-CPSE procurement logic that shortens tendering time but concentrates delivery risk on one state-owned contractor.
The order builds RVNL's revenue visibility, but it does not yet answer the margin and schedule questions that decide whether this pipeline converts into profitable execution.
