Fourteen point eight kilometres, Rs 30.81 crore, no completion period.
Srinibas Pradhan Constructions Limited (NSE: SPCON) has emerged L1 with Public Works Department Odisha to widen and strengthen 11.8 km of Dalgaon–Tilia road, 1.5 km of Charpali–Dangaghat road and 1.5 km of Rampella bridge approaches in Jharsuguda district under the CRIF window.
That is Rs 2.08 crore per kilometre, which prices full pavement reconstruction. The release carries no appointed date and no completion schedule.
L1 is not an award. Until PWD Odisha issues the letter of acceptance, SPCON holds bid cost and no revenue.
Scale matters more than the headline. SPCON reported FY26 consolidated income, EBITDA and PAT:
- Consolidated income: Rs 90.30 crore
- EBITDA: Rs 15.07 crore
- PAT: Rs 8.21 crore
A Rs 30.81 crore package is roughly a third of annual turnover. Item-rate PWD contracts pay against measured work after mobilisation, so the first quarter of execution comes off SPCON's own balance sheet.
Owned machinery and in-house testing labs cut subcontractor leakage. They do not shorten the cash cycle.
Jharsuguda is a freight district. Aluminium and coal corridor traffic eats pavements fast, and 1.5 km of bridge approach work is where differential settlement claims start.
Odisha's monsoon shuts the bituminous window from June to September. SPCON needs this package mobilised before the 2027 rains or the schedule loses a full season.
The group structure is the tell. Srinibas Pradhan Infra Private Limited, a wholly owned subsidiary, carries PWD Special Class registration while SPCON carries Class A. Two grades, one balance sheet.
Managing Director Srinibas Pradhan framed the win around:
“converting project opportunities into executable orders.”
Order conversion, not order intake, is the binding constraint.
Odisha PWD is slicing its roads programme into the Rs 25–35 crore band. That holds work below the ticket size where national EPC contractors bother to bid, and it keeps delivery captive to Class A Odisha contractors.
Winning is the easy part at this size. Bonding and funding fifteen simultaneous packages is where they fail.
