Warora Concrete Road: A Six-Day Bid Window

3
min

The Public Works Department, Government of Maharashtra, published Tender ID 2026_PWR_1349063_1 through Public Works Division No.1, Chandrapur on October 30, 2026. Bids close November 6. The pre-bid meeting is November 3.

That leaves three working days between clarification and submission, and six days in total.

A Window Calibrated for Insiders

No serious out-of-district contractor mobilises on that clock. The window is calibrated for bidders who already know the Geetashree Mangal Karyalay-to-Kamgar Chowk stretch, the subgrade condition beneath it, and how the departmental estimate was built.

Read the calendar before you read the scope.

The Commercial Structure

The commercial terms reinforce the same reading.

- EMD: ₹1,55,000 against a ₹3.0972 crore estimate — roughly 0.5%, well under the conventional 1–2% band
- Document fee: ₹3,540
- Award basis: percentage rate, the PWD default
- Approval chain: Public Works Circle Chandrapur and Public Works Region Nagpur sit above the division
- Site jurisdiction: Warora Municipal Council holds jurisdiction over the site, but not the procurement

Percentage-rate award pushes rate discovery onto the bidders and leaves quantity variation risk with the contractor.

270 Days, Minus the Monsoon

The schedule compounds the constraint. 270 days from award puts completion around August 2027, while the Vidarbha monsoon runs June to September.

Strip out the rain days and the contractor is working roughly 200 productive days on a rigid pavement that cannot be laid wet.

Concrete roads earn their case on life-cycle cost, and Chandrapur's coal-haulage loads make that case honestly. Western Coalfields and the Chandrapur thermal complex put heavy axle traffic on municipal links that bituminous surfaces cannot hold.

The engineering logic is sound. The completion window is where it gets thin.

Who It Excludes, Who It Favours

Note who this excludes and who it favours.

Hot-mix plant owners in the Warora–Chandrapur corridor lose a package. Ready-mix suppliers, cement dealers and steel stockists within haul distance gain one. Local Class C and D registered contractors gain a low-EMD entry into a state order book.

What to Watch on November 11

Watch the bid-opening sheet on November 11. If fewer than four bids land, the six-day window did what it was designed to do, and the department will have bought speed at the cost of price tension.

At 0.5% EMD, the bid-cost-to-contract-value ratio for a serious bidder is already punitive — a ₹3 crore percentage-rate job rarely justifies the estimating effort.

Price competition depends on volume bidders, and volume bidders need more than six days.
