MoRTH Clears Rs 55 Crore Maintenance Package for Nagaland Highways

Dimapur, Nagaland — The Ministry of Road Transport and Highways (MoRTH) has cleared a cluster of 13 Short Term Maintenance Contracts (STMC) spanning five National Highway stretches across Nagaland, with a combined sanctioned value of approximately Rs 55 crore. The announcement, confirmed by Deputy Chief Minister and National Highways in-charge TR Zeliang on August 5, marks a concentrated maintenance push triggered by extensive road damage from the ongoing monsoon season.

The centrepiece is NH-202, where a 244-kilometre stretch running through Tuensang, Shamator, Kiphire, and Meluri districts has been carved into nine packages.

Four additional packages cover stretches on NH-329A, NH-02, and NH-702A. All contracts carry a one-year execution window from the date of work order issuance.

One Contractor. Six Packages. A Consolidating Local Market.

M/s Zeliezhu & Sons walked away with six of the thirteen packages — four on NH-202 (Km 177 to Km 283) and two on NH-702A under Phek Division — amassing a total haul of approximately Rs 25.87 crore, just under half the aggregate contract value. This positions the firm as the single largest commercial beneficiary of this maintenance round.

The remaining contracts were distributed as follows:

- M/s G.B.S. Tech Enterprises: 2 packages (NH-202 Km 150–177 and NH-329A), worth Rs 8.81 crore
- A Phongshi Phom: 2 NH-202 packages between Chare (Km 39) and Km 90, valued at Rs 7.74 crore
- M/s Hi-Tech & Co: 1 package
- Punia Construction Company: 1 package

One package — the NH-202 Km 90–120 stretch, sanctioned at Rs 4.59 crore — remains in limbo, with the award pending between Innovative Construction and M/s Chittaranjan Saha & Others. The unresolved bid signals competitive intensity even at modest contract values, reflecting how scarce highway work remains in the region.

The STMC Calculus: Urgent Work, Thin Margins, No Backlog Visibility

The STMC model is inherently lean. Fixed-price, one-year packages on monsoon-battered roads in difficult hill terrain leave contractors with narrow execution windows and little room for cost overruns. Zeliang's public directive for immediate mobilisation underscores the pressure: any delay eats directly into the already compressed timeline.

For contractors like Zeliezhu & Sons, the upside is immediate revenue and market dominance in a region where project flow has historically been inconsistent. The downside is that STMC contracts offer no annuity visibility — once the year runs out, the order book resets to zero unless renewed or followed by longer-term maintenance or capital works.

What MoRTH’s Northeast Playbook Reveals

The fragmented packaging strategy — thirteen separate contracts across five highway stretches — mirrors MoRTH's established approach in the Northeast: breaking work into bite-sized packages that local contractors can absorb, rather than bundling into larger EPC contracts that would likely attract national players. Whether this approach delivers quality outcomes in remote, rain-lashed terrain will depend on how rigorously contract specifications are enforced.

Zeliang addressed this directly:

“Every contractor must strictly adhere to the specifications and standards laid down in the contract agreement.”

He also appealed for public vigilance on quality and accountability — a tacit acknowledgment that execution discipline on the ground often diverges from tender-stage commitments.
