ACB Chargesheet Escalates PMGSY Accountability

Rajasthan's Anti-Corruption Bureau (ACB) has escalated accountability in rural road delivery by filing a chargesheet in a Kota court against three Public Works Department (PWD) Executive Engineers and a Jaipur contractor over execution shortfalls in a Pradhan Mantri Gramin Sadak Yojana (PMGSY) package.

The chargesheet names:

- Sayargal Geena, then Executive Engineer (Quality Control, Pratapgarh)
- NL Parmar, then Executive Engineer (Quality Control, Banswara)
- Girdhari Lal, then Executive Engineer (PWD Division II, Pratapgarh)
- Vinod Kedia, proprietor of M/s Jaibaba Construction Company, Jaipur

The case was investigated by Additional Superintendent of Police Vijay Swarnkar under Deputy Inspector General Omprakash Meena of ACB Kota Range.

Inspection Findings and Package Details

The trigger sits inside Package RJ-33-W VBN-05, covering link roads at Levapada, Hirapada and Colony Japa in Peepalkhoont tehsil.

A July 19, 2013 inspection found:

- Work worth ₹11,78,752 less than specified across the three roads
- Use of substandard material
- ₹11.5 lakh released before completion

Criminal, Not Administrative: The Enforcement Shift

The commercial signal is sharper than the recoverable amount. ACB has treated measurement shortfalls, weak quality certification and pre-completion payments as criminal conduct, not administrative lapses.

For proprietorship contractors and quality-control engineers on PMGSY packages, personal exposure now runs parallel to departmental recovery and debarment.

Every countersigned measurement becomes potential evidence; every payment released ahead of physical progress becomes a forensic flag.

Contractors with thin documentation and informal execution practices carry the highest risk, while Executive Engineers who certify quantities and materials inherit direct personal liability.

The enforcement bar for rural road delivery in Rajasthan has moved from recovery to prosecution.
