MMRDA Moves Kopri-Patni Creek Crossing to Commercial Stage

Mumbai Metropolitan Region Development Authority (MMRDA) has moved the Kopri-Patni crossing from alignment concept to commercial stage, with Akshya Infra Projects emerging as the lowest bidder (L1) for a Rs 5.61 billion design-and-construction contract.

The scope covers a 1.4 km six-lane creek bridge and its approach road. The award position places a mid-tier contractor at the centre of one of the Mumbai Metropolitan Region's most congested urban linkages.

Alignment and Delivery Environment

The alignment starts at Mith Bandar Road in Kopri, roughly 750 metres from Thane railway station, crosses Thane Creek and lands near Airoli Knowledge City Road in Navi Mumbai.

In delivery terms, that puts the work in a tidal, soft-soil environment where piling depth, navigational clearance and seasonal water levels will govern the critical path more than the superstructure span. The combined design-and-build scope transfers geotechnical and design risk to Akshya Infra Projects, not to MMRDA.

Commercial Structure and Risk Concentration

Commercially, MMRDA is buying capacity on a lowest-bidder basis. At Rs 5.61 billion for a creek crossing plus approaches, the pricing rewards aggressive cost assumptions but concentrates margin and execution risk inside a single entity.

For a mid-tier contractor, the order is material to its book, yet so is the working-capital and marine-plant burden across a creek environment.

Congestion Relief and Procurement Signal

The bridge is intended to relieve the Airoli-Mulund Creek Bridge and Kalwa Creek Bridge, establishing a direct link between Thane Station Road and the Thane-Belapur Road corridor.

The wider procurement signal matters more: MMRDA is bundling design with construction and letting price-led awards, a pattern that will shape how EPC players price future urban creek crossings across the region.
