NHIDCL's TAH solatium standoff stalls land payouts

NHIDCL's Trans-Arunachal Highway (TAH) is now exposed to a compensation bottleneck that predates construction mobilisation.

The Solatium Claimant Association of Lower Subansiri district has escalated to the chief secretary of Arunachal Pradesh, accusing AK Singh, commissioner-cum-secretary (Land Management), of refusing to move the file required to draw solatium and interest from MoRTH for the Potin–Bopi and Joram–Koloriang stretches.

A Directive Still Unpaid

The Gauhati High Court's Itanagar Permanent Bench directed MoRTH, NHIDCL and the state government to pay on 22 March 2022.

More than four years later, the association alleges its representations were "deliberately neglected" and is now seeking disciplinary proceedings and prosecution sanction against Singh — shifting the dispute from institutional delay to individual accountability.

For NHIDCL, the exposure is execution and reputation rather than construction.

On linear corridors, land compensation is the critical path. Contractors can mobilise, but an unpaid solatium file turns local landowners into an active interface risk.

Roadblocks, protests and petitions on Potin–Bopi and Joram–Koloriang translate directly into:

- EPC delay claims
- Idling cost
- Renegotiated work windows

The Central–State Fault Line

The commercial fault line is central–state friction: MoRTH holds the purse, while the Arunachal Pradesh land management department controls the file.

The allegation that a senior official is blocking the drawdown exposes a liability gap between two institutions — with landowners uncompensated and the executing agency carrying the delay.

Compensation as a Governance Hotspot

This also lands next to the Enforcement Directorate's February 2026 raids on a TAH compensation scam, marking compensation flows as a governance hotspot.

For developers and contractors, solatium clearance is no longer back-office; it is a schedule-critical, politically sensitive gating item that belongs in tender pricing and risk registers alongside physical progress.
