The Brihanmumbai Municipal Corporation (BMC) has committed ₹702.4 crore to fully fund a 1.3-km underground pedestrian walkway linking the Science Centre Metro station on Mumbai Metro Line 3 to the Worli Promenade, routed through the Mahalaxmi Racecourse.

The staged release model—25% advance after the memorandum of understanding, with subsequent payments tied to physical progress—shifts working-capital pressure onto the executing side and gives BMC a milestone-based holdback lever.
At roughly ₹540 crore per kilometre, this is not a footpath budget. The capex signals deep underground construction through the racecourse alignment, extensive station-box integration at Science Centre, or a public infrastructure front-end for unlocking TOD development rights under DCPR 2034, Rule 33(23).
The Mahalaxmi Racecourse routing also implies land-consent and interface risk with the turf club’s operational landholding.
Execution risk concentrates in geology and geography. The Worli-Mahalaxmi corridor sits near the coast, raising groundwater and settlement concerns for an underground alignment.
MMRCL’s earlier consultancy bid for the subway or vestibule suggests design scope is still being firmed, meaning the ₹702.4 crore estimate may move once geotechnical data and utility mapping harden.
For contractors, the opportunity is a niche but high-value underground works package, likely tendered through MMRCL’s established Metro 3 contracting machinery. Consultants and EPC players with urban tunnelling and station-integration credentials stand to gain.
BMC ratepayers ultimately absorb both the capital cost and the long-term O&M liability for an asset whose utility depends on Metro 3 station footfall.
The industry signal: municipalities are now underwriting metro-adjacent pedestrian infrastructure as TOD value-capture instruments, not mobility add-ons.
When a civic body funds ₹702 crore for last-mile access while a metro agency delivers it, the decisive question is which development rights, FSI unlocks or land-value uplift the corridor is being positioned to capture.
