The mandate is a user-fee collection and plaza operations contract, not a construction award — placing Highway Infrastructure in the O&M layer of NHAI's tolling network rather than its EPC pipeline.

NHAI's Unbundled Tolling Model

NHAI has been steadily separating toll operations from road construction, auctioning fee-collection contracts to private agencies that collect user fees on the authority's behalf against defined service levels, remittance schedules and reconciliation terms.

For operators, this converts a one-off, capex-heavy EPC relationship into recurring revenue with lower balance-sheet intensity.
