Indore Clears PPP O&M and Advertising Rights Bundle

Indore Municipal Corporation (IMC) has cleared a multi-asset infrastructure bundle that reveals how cash-constrained urban local bodies intend to fund and operate civic infrastructure.

Chaired by Mayor Pushyamitra Bhargava, the Mayor-in-Council approved a link road from Kanadia Road to Khajrana Temple, a smart hub beneath the Footi Kothi flyover, and an international swimming pool at Brahmaleen Shri Laxmansingh Gaur Udyan — the last two structured as public-private partnership (PPP) assets.

PPP Assets and Local Development

This is not a single large EPC award. It is a portfolio of monetisable assets and recurring-revenue instruments.

IMC will develop the vacant under-deck land below the Footi Kothi flyover as a smart hub and hand operation and maintenance to a private operator under PPP.

The swimming pool follows the same develop-operate logic.

A street food hub near Annapurna Lake will replace the existing hawkers' zone, aligned with directions from the Union Ministry of Housing and Urban Affairs (MoHUA).

The Commercial Core and Contractor Risk

The commercial core sits in the procurement decisions.

IMC will advance several packages:

- Online tenders for 70 new gantries with 10-year advertising rights
- Selection of an agency for a 60-tonne-per-day coconut waste processing plant at Devguradia
- CSR-funded development of public spaces
- New markets at Subhash Nagar and Vallabh Nagar

The gantry package is a decade-long revenue concession on street furniture.

For contractors and suppliers, the opportunity is fragmented but real:

- Gantry fabrication and installation
- Waste-to-value process equipment
- Civil works across the link road and markets

The risk is equally clear. These are small-ticket packages with thin margins, and the PPP components transfer footfall and revenue risk to private operators.

That transfer is a demanding test for a swimming pool and an under-flyover smart hub whose demand curves remain unproven.

Revenue Base Expansion and the Bigger Signal

IMC is also widening its revenue base.

It will open property tax accounts for private properties in illegal colonies where ownership documents are complete, excluding government land and encroachments. It will also prepare an SOP to simplify mutation.

Muster-roll workers move to rates fixed by the Indore Collector.

The signal is financing, not just infrastructure.

Indore is bundling micro-PPP O&M concessions with decade-long advertising rights and property tax expansion to convert civic assets into self-sustaining revenue lines.

For private operators and suppliers, the entry point is no longer a single large contract — it is a portfolio of urban-asset concessions where cash flow discipline, not construction scale, decides who wins.
