JJM Payment Deadlock: Kathua Contractors Escalate

A Working-Capital Warning

The protest by the Contractor Association Kathua at the Public Health Engineering (PHE) office in Kathua is not a routine payment dispute.

It is a working-capital warning for the final delivery phase of the Jal Jeevan Mission (JJM), India's flagship rural water connectivity programme under the Ministry of Jal Shakti.

The Stalled Payment Sequence

The trigger is specific: contractors claim crores of rupees in completed-work dues have been withheld for nearly two and a half years.

The Jammu and Kashmir Government constituted a Committee to examine the matter. That Committee, according to Contractor Association Kathua spokesperson Naresh Sharma, submitted a report confirming works were completed at multiple locations and recommending release of payments.

Yet the money has not moved.

That sequence is the commercial problem. A formal verification report exists, completion is acknowledged, and the payment instruction is effectively stalled between the Committee recommendation and the PHE Department's treasury release.

Contractors who borrowed to execute water supply infrastructure are carrying interest costs on personal loans while acting as involuntary financiers of a central scheme.

A Structural Problem Across JJM Execution

This matters beyond Kathua.

Naresh Sharma's statement that the issue is not limited to Jammu and Kashmir but affects contractors across the country reflects the structural design of JJM execution.

Central funds flow through state implementing agencies to district-level PHE divisions, and each administrative handoff introduces a payment lag.

Small and mid-sized contractors at the last mile absorb that lag.

Escalation and Delivery Risk

The escalation trajectory is also a contract-enforcement signal. A symbolic half-dressed protest has been publicly tied to further action, including a hunger strike and a city-wide procession, indicating the Association does not expect the Committee report alone to release cash.

When contractors conclude that verified completion reports do not trigger payment, the incentive to bid for future government water contracts deteriorates.

The risk to delivery is direct.

- Contractors who have finished work and are awaiting 2.5 years of receivables have little capacity to mobilise fresh labour, machinery, or materials for pending JJM targets.
- Suppliers of pipes, pumps and fittings downstream face their own delayed-payment exposure.
- Lenders to these contractors face rising non-performing stress on small-ticket working capital.

The Cost of Non-Resolution

For the Jammu and Kashmir PHE Department and the state government, the resolution cost is low relative to the systemic cost of non-resolution.

Releasing verified dues would restore contractor confidence in the final-mile delivery chain.

Continued delay would convert a liquidity dispute into a procurement-risk event for the Jal Jeevan Mission itself.
