A Design-Policy Test at SN Gollapalem

The proposed junction improvement at SN Gollapalem, where NH-65 and NH-216 intersect in Krishna district’s Kruthivennu mandal, has moved from a routine land acquisition exercise into a design-policy test.

Machilipatnam MP Vallabhaneni Balashowry met Ministry of Road Transport and Highways (MoRTH) Director General Vinay Kumar Rajawat in New Delhi and pushed a specific alternative: a median-landing flyover built on the existing road median rather than fresh land take.

The intervention matters because it targets the single most expensive and time-sensitive variable in Indian highway delivery — land.

Farmers at SN Gollapalem have already surrendered portions of their holdings twice, once for NH-65 and once for NH-216. A third acquisition for the junction works would fragment residual parcels into sub-viable plots, the MP argued. One-sided acquisition would sever field access and erode road-frontage businesses.

From Representation to Pre-Construction Review

The MoRTH DG’s response was operational, not political. He contacted Regional Officer RK Singh and directed a personal site visit to SN Gollapalem with a mandate to examine farmer concerns and submit a comprehensive report.

That converts a representation into a pre-construction review loop, with the National Highways Authority of India (NHAI) now required to test the median-flyover option against the sanctioned alignment.

For contractors and DPR consultants, the signal is direct. Design-stage land footprint is becoming a hard constraint, not a downstream variable.

A median-landing flyover changes several delivery parameters:

- Structural loading
- Pier positioning
- Traffic management during construction
- Utility relocation

If NHAI’s report validates the alternative, the junction package could be re-scoped before tendering, altering quantities, timelines, and the risk profile of the eventual EPC bid.

Commercial and Industry Implications

The commercial implication cuts both ways. Reduced acquisition lowers land and resettlement costs and shortens the pre-construction cycle.

But a median-based structure typically adds engineering complexity and staged-construction costs on a live highway corridor.

The real question is whether the saved land cost and litigation exposure outweigh the added structural cost and slower execution on the carriageway.

The wider industry read is that land-acquisition friction is now actively reshaping highway design at the pre-tender stage. Political stakeholders are proposing technical alternatives rather than only contesting compensation.

Where MoRTH and NHAI accept such redesigns, bidders should expect more median-centric, land-minimizing geometries on junction packages across high-value agricultural corridors.

For the Krishna district corridor feeding Machilipatnam, the outcome of RK Singh’s field report will determine whether this junction proceeds as originally aligned or becomes one of the first visible cases of design-led land minimization on a national highway junction.
