Industrial Corridors Shift from Approvals to Production

The 3rd meeting of the NICDIT Apex Monitoring Authority, chaired by Finance Minister Nirmala Sitharaman, marked a measurable shift in how India's industrial corridor programme will be judged.

The new yardstick is not kilometres of trunk infrastructure or acres notified — it is the speed at which allotted land converts into commissioned manufacturing.

Under the National Industrial Corridor Development Programme, 469 plots across about 5,348 acres have been allotted, with estimated investment potential of ₹2.21 lakh crore and employment potential of 1.29 lakh people.

Yet only 134 units are in production and 95 are under construction.

Four smart cities — Dholera, Shendra-Bidkin, Greater Noida and Vikram Udyogpuri — are in the production stage, but the 20-project, 13-state pipeline remains largely pre-operational.

Accountability, SPV Powers and Investor-Ready Design

Sitharaman's directive to move beyond approvals toward timely completion is an accountability signal aimed at states and project SPVs.

The named bottlenecks — land, connectivity, utilities, statutory clearances and SPV powers — determine whether trunk infrastructure converts into private capex.

NITI Aayog Vice-Chairman Ashok Kumar Lahiri sharpened the point, pressing for full delegation of planning, development and municipal powers to SPVs to end dependence on multiple state agencies.

Commerce and Industry Minister Piyush Goyal tied execution to investor readiness:

- PM GatiShakti-aligned area development
- plug-and-play infrastructure
- flatted factories
- worker housing
- FTA-aligned sector enclaves

This is a product-design shift — nodes must be pre-engineered to absorb investment rather than marketed as land banks.

BHAVYA Oversubscription and Market Implications

The BHAVYA rollout exposes the competitive tension.

Against up to 20 first-round approvals, 87 state applications landed for the 100-park Bharat Audyogik Vikas Yojana.

NICDC, the designated Project Management Agency, will appraise proposals on:

- Ready land
- Credible demand
- Connectivity
- Assured utilities
- Realistic phasing

Oversubscription gives the Centre leverage to back states that can prove delivery capacity.

For contractors, consultants and suppliers, capital will chase nodes with delegated SPV authority, pre-cleared land and committed utilities.

The FIRE convergence — freight, industrial development, railways and expressways — plus Ports Minister Sarbananda Sonowal's push to test waterways as a corridor spine, makes multi-modal logistics-linked development a gating condition.

Winners will be firms positioned in integrated logistics-industrial delivery, not single-discipline land development.
