The Pune Municipal Corporation (PMC) has moved to cancel and reissue the tender for the Chandani Chowk–Bhugaon flyover and grade separator, a planned grade-separated corridor along a proposed 60-metre-wide road on Pune's western edge.
Municipal Commissioner Naval Kishor Ram has directed the concerned department to restart procurement, with a fresh tender expected within days.
The trigger is a formal complaint from Congress corporator Arvind Shinde, who alleged that tender conditions were altered to favour a specific contractor and that the tendered amount ran roughly Rs 45 crore above the estimate committee's figure.
Shinde further claimed BJP office-bearers were pushing for the award to a preferred bidder.
Civic officials dispute the scale, pegging the gap at around Rs 2 crore and attributing it to a December 2025 estimate that predated:
- material price escalation
- approved drawing revisions
- changed site conditions
For the delivery ecosystem, the retender converts an award-stage dispute into a schedule and cost risk.
PMC remains the owner and carries the corridor's delay exposure, while bidders absorb re-tender preparation costs and face the prospect of pricing against a live, higher material cost curve.
The unresolved estimate-versus-bid variance is the operational fault line: a frozen civic estimate is now being reconciled against current market inputs under political scrutiny, which typically pushes fresh bids upward rather than down.
The governance signal matters more than the flyover itself.
PMC's response — cancel first, examine the process later — shows municipal bodies treating retendering as the default de-risking instrument when integrity allegations surface.
Contractors and suppliers should read this as rising re-tender frequency and higher bid-cycle costs in politically sensitive urban works, where estimate committees, procurement officers and elected representatives now exert overlapping influence on award outcomes.
The real industry signal: procurement integrity risk is becoming a priced variable in municipal civil works.
Frozen estimates, live material inflation and politicised oversight are colliding earlier in the bid cycle.
The commercial consequence is not just one cancelled tender but a wider repricing of risk across Pune's urban mobility pipeline.
