Busport Status and New Deadline

The Shahapur busport project has become a working case study in how low-value public transport assets fail when owner-side contract administration is weak.

Sanctioned at roughly Rs 5 crore and approved in 2017, the Maharashtra State Road Transport Corporation (MSRTC) project has consumed nearly eight years while original contractor M/s Karda Company completed only about 30% of the work before the contract was withdrawn and reassigned.

Maharashtra Transport Minister Pratap Sarnaik has now directed the MSRTC construction department — including Superintending Engineer Dinesh Mahajan — to close out the project by December 2026.

The instruction followed intervention by former Shahapur MLA Pandurang Barora, who has been pressing for completion amid sustained commuter distress.

Why the Delay Occurred

The contracting history matters more than the new deadline. MSRTC accepted M/s Karda Company's lowest-quoted tender and fixed a 24-month delivery window.

Eight years later, physical progress stood at roughly 30%, forcing termination and handover to a new agency. That the replacement has not yet produced visible acceleration signals the original failure was not an isolated contractor problem but a procurement and monitoring failure at the owner level.

The L1 award structure sits at the root. Awarding on the lowest quoted rate without enforceable capacity checks invited aggressive pricing that could not sustain execution.

The absence of early-warning triggers allowed a 24-month contract to drift for years before termination.

For MSRTC, the commercial cost is not just the Rs 5 crore capex but the compounded liability of:

- temporary facilities
- rework at the 30%-complete interface
- a second mobilization by a replacement contractor

Commuter Impact and Sector Implications

The commuter-facing consequences are now structural. With the 1978-era bus stand demolished, passengers wait under a temporary tin shed with substandard toilets, while ST buses navigate congested market roads in the absence of a dedicated access route.

Residents have pressed for an independent bus corridor, expanding the original scope into a wider access and traffic-management question.

The real industry signal is that small-ticket public transport assets in Maharashtra remain under-governed.

A Rs 5 crore busport should never take eight years.

The failure pattern — L1 award, weak performance-security enforcement, delayed termination, and a handover that did not reset momentum — will repeat across MSRTC's capital programme unless contract management and prequalification standards change before the December 2026 deadline is tested.
