Singanallur Flyover: Coimbatore's ₹171cr Ramp Fix

Project Overview

The National Highways wing of Tamil Nadu's State Highways Department is finally moving Coimbatore's long-stalled Singanallur flyover toward site mobilisation, with work expected to begin next month.

The 2.4-kilometre elevated corridor from Uzhavar Sandhai to the Jai Shanthi Theatre junction is priced at Rs 170.82 crore, split as follows:

- Construction: Rs 116.77 crore
- Land acquisition: Rs 15.4 crore
- Utility shifting: just Rs 44.7 lakh for shifting water pipelines, power cables and communication lines

Contract Status

What separates this restart from earlier attempts is scope, not speed. The contractor has already been finalised, yet the agreement remains unsigned because of what a senior highways official described as "a few issues in the policy changes" now escalated to higher authorities.

That sequencing — contractor locked, contract paper pending — is the first execution risk. Until the agreement is signed, the two-year completion clock does not start, and every week of policy reconciliation erodes the project's cost and schedule baseline.

Approach-Road Design

The second signal sits in the approach-road design. Officials have been directed to avoid repeating the ramp-width failures at the Trichy Road flyover and the Saibaba Colony flyover near the TNSTC Coimbatore Region Head Office, where narrow entry and exit ramps still choke traffic.

At Singanallur, the service roads on both sides of the ramps will be widened to seven metres and will carry stormwater drains and pedestrian pathways. This requires 1,475.6 square metres of additional land through the Revenue department.

This is a visible shift from procuring an elevated structure in isolation to procuring a corridor with its at-grade interface built in.

Commercial Exposure and Industry Signal

The commercial exposure is concentrated in two places.

First, the utility-shifting allocation of Rs 44.7 lakh is thin for a 2.4-kilometre urban stretch crossing the Trichy Road–Kamarajar Road–Vellalore Road junction and a major bus terminus. Under-provisioned utility shifting is a well-known delay trigger in Tamil Nadu's urban flyover programme.

Second, land acquisition for the widened service roads introduces a multi-agency dependency — State Highways, Revenue and utility owners — that no contractor can fully control.

For the unnamed contractor, the risk profile is asymmetric: mobilisation and soil testing are already underway, but without a signed agreement, early spend is unprotected.

For the State Highways Department, the project is a test of whether corridor-inclusive scoping and corrected ramp geometry can be delivered without repeating the Trichy Road and Saibaba Colony outcomes.

The real industry signal is procurement design, not civil works.

Coimbatore's flyover pipeline is moving toward full-corridor scope — service roads, drainage and pedestrian access as first-order deliverables — while the near-term risk has shifted from land to contract finalisation and an underfunded utility-shifting line.

Contractors and design consultants bidding Tamil Nadu's urban elevated corridors should price the interface, not just the viaduct.
