A Stalled Study and a Strategic Reset

Tamil Nadu’s East Coast ambition is being rebuilt around a confession: the state’s own feasibility work has stalled.

The government confirmed on Tuesday that the Chennai-to-Poonjeri coastal road study announced in 2025-26 “has not progressed as expected” and will now be assigned high priority.

That admission matters more than the two proposals layered on top of it.

The reset has two components:

- A passenger ferry linking Chennai, Mahabalipuram and Puducherry, to be taken up with the Union Ministry of Ports, Shipping and Waterways and the Puducherry government.
- An elevated coastal road connecting the same three points, explicitly benchmarked to the Mumbai-Navi Mumbai sea-link — the Atal Setu — delivered by the Mumbai Metropolitan Region Development Authority (MMRDA) through EPC packages led by Larsen & Toubro and Tata Projects, largely JICA-financed.

The Atal Setu reference is the strategic tell.

A 21.8 km marine viaduct is not a widening job; it is a clearance-and-capital exercise before it becomes a construction exercise.

The MTHL took years of Coastal Regulation Zone and environmental approval, a long-tenor JICA stack, and marine piling specialists to reach award.

Tamil Nadu has signalled it wants the same model — but has announced no DPR, no timeline, no funding structure, and no delivery agency for the elevated road.

Ferry Jurisdiction and Commercial Read

For the ferry, the Ministry of Ports, Shipping and Waterways anchor pulls the corridor toward Sagarmala, which funds Ro-Pax terminals and dredging.

The complication is jurisdictional: Puducherry is a Union Territory, so terminal siting, berthing rights and revenue-sharing will require a trilateral arrangement rather than a state directive.

The commercial read is straightforward.

Consultants holding the stalled Chennai-Poonjeri study face scope reset or re-tender risk.

EPC contractors with marine viaduct and Ro-Pax terminal capability — the L&T and Tata Projects profile — are the eventual beneficiaries, but only after clearance risk is retired.

For now, the signal is governance, not ground-breaking: Tamil Nadu has the appetite, but the corridor is gated by environmental approval and an unclosed capital stack.
