A slush-and-water inrush into the 2 km Tail Race Tunnel of THDC India Limited's 444 MW Vishnugad Pipalkoti Hydro Electric Project killed six workers on Thursday evening, with two still missing as search continued.
The cavity opened roughly 1.4 km inside the tunnel, on a lot executed by Hindustan Construction Company (HCC). Of 22 workers on the 2pm-10pm shift, 14 were rescued.
For THDC India Limited — a subsidiary of NTPC Limited — this is not a one-off geological surprise.
The Chamoli belt has repeatedly exposed the gap between tender-stage geological baselines and live Himalayan ground behaviour, from the 2021 flash flood that swept NTPC's Tapovan-Vishnugad site to the 2023 Silkyara tunnel collapse further west.
The pattern points to a structural problem: ground risk is being discovered at the tunnel face, not priced at award.
The commercial exposure is asymmetric.
- HCC, a specialist hydro tunneller with a long but financially constrained record, absorbs the execution risk on a difficult lot where every overbreak, cavity or inrush converts directly into schedule slippage, extra dewatering, claims and insurance friction.
- THDC carries the reputational and commissioning risk on a project already years behind schedule.
- Lenders and reinsurers, now watching a third high-profile Himalayan failure, will likely tighten underwriting on tunnelling and hydro portfolios.
The deeper signal is not safety compliance; it is risk allocation.
India's hydro and pumped-storage push — framed as grid-balancing capacity for renewable-heavy systems — concentrates new capacity in the most geologically unpredictable terrain.
Unless owners such as THDC and NTPC make the following contract prerequisites with shared-risk mechanisms, contractors will keep absorbing ground uncertainty that no tender can realistically price:
- Geological baseline reports
- Advance probe drilling
- Instrumented monitoring
The next package that ignores this lesson will simply repackage today's fatality as tomorrow's claim.
