30 MLD Sewage Treatment Plant Under Way at Gupt Ganga

The Urban Environmental Engineering Department (UEED) of the Jammu and Kashmir Government is constructing a 30 million litres per day (MLD) sewage treatment plant at Gupt Ganga, with a government reply in the J&K Assembly guiding completion to FY 2028-29.

The asset is intended to intercept untreated domestic wastewater from the Ishber-to-Tailbal stretch, where the sewerage network remains incomplete and polluted water reaches Dal Lake through Meerak Shah Nallah, Pazwalpora Nallah, Butkul and Tailbal Nallah.

The Execution Risk Sits in the Collection Network

The execution risk is not the treatment asset but the collection network. The STP is under construction while the proposed sewer network for the unconnected northern areas is still a proposal.

Capacity arriving before collection risks underutilisation, while raw flows continue to enter the lake through the very channels the plant is meant to serve.

Interim Measures Running in Parallel

The J&K Lake Conservation and Management Authority (JKLCMA) is running interim measures alongside the STP build:

- Detention ponds along Northern Foreshore Road
- 100 biodigesters in Tailbal
- Sewerage lines in six lake hamlets

These are low-capital, distributed interventions that buy time but do not substitute for trunk sewer infrastructure.

Existing Capacity, New STPs and the Approved DPR

Three functional STPs serve the catchment:

- 14.5 MLD at Laam
- 3.2 MLD at Habak
- 7.5 MLD at Hazratbal

Combined, that is 25.2 MLD conforming to Central Pollution Control Board norms — and the 30 MLD Gupt Ganga plant more than doubles it.

Two additional STPs totalling 310 kilolitres per day, estimated at Rs 18.16 crore, are under technical scrutiny.

Meanwhile, the Ministry of Environment, Forest and Climate Change has approved a Rs 212.389 crore DPR under the Integrated Management Plan of Dal-Nigeen Lake, covering 28 more hamlets.

Deweeding Spend and a Churning O&M Contract

On maintenance, deweeding expenditure has moved across three financial years:

- 2023-24: Rs 3.05 crore
- 2024-25: Rs 4.21 crore
- 2025-26: Rs 3.50 crore

The contract churned from Iqbal Trading Corporation to Globe Labour & Securities Ltd, which now holds the 2024-25 and 2025-26 scopes, with over 10,000 cubic metres of weed sent annually to a NAFED plant for bio-fertiliser conversion.

Annual re-tendering and a fluctuating spend curve point to a fragmented O&M market.

What It Means for Contractors

For contractors, the near-term value sits in three areas:

- The 310 KLD STPs
- The 28-hamlet network under the Rs 212.389 crore DPR
- Any shortfall STP JKLCMA commissions after its survey

The decisive signal is sequencing: until the northern-area sewer network is contracted and synchronised with the Gupt Ganga STP, Dal Lake's pollution load will keep rising even as treatment capacity doubles.
