Uttar Pradesh EPC Mission Opens Kanpur's Green Park Renovation

The Uttar Pradesh Engineering, Procurement and Construction (EPC) Mission has opened the Rs 350 crore renovation of Kanpur's Green Park cricket stadium with a 14 September Request for Proposal for an architectural consultant — not a construction agency.

The consultant must deliver the following within 75 days:

- Stadium design
- Detailed project report (DPR)
- Drawings
- Tender documents

So the state owns the design basis before any construction tender is floated.

Design and DPR Unbundled From Construction

That sequencing is the commercial point.

The state is running a gated, two-stage procurement under an EPC banner: design and DPR are unbundled from construction, keeping scope and cost control with the EPC Mission until the main civil package goes out.

For consultants, the 75-day DPR window is tight — floodlighting, drainage, spectator stands, media systems and a competition-grade outfield must become a costable DPR in ten weeks. Slippage cascades into the January–February 2027 construction start.

An Aggressive Timeline

The timeline is aggressive. Technical bids open on 8 October, original documents are due in Lucknow on 9 October, and after design the EPC Mission must finalise the technical and financial plan, then run a separate tender for the construction agency.

Mobilising a Rs 350 crore renovation by early 2027 leaves little float.

Governance and Procurement Integrity

Governance context matters. Kanpur has been in the headlines for procurement integrity failures — the Kanpur Municipal Corporation tender scam and an EPC irregularities probe where two junior engineers were suspended and FIRs filed against five contractors.

Routing a marquee stadium through a state-level technical cell, not a local body, centralises procurement away from exposed municipal processes.

Commercial Opportunity and Downstream Pipeline

Commercially, the immediate opportunity is a design-and-DPR mandate, but the downstream pipeline is material.

The winning consultant shapes the tender documents framing the construction agency's risk allocation, quantities and specifications. Then the main civil package and specialist packages for floodlighting, seating, turf and broadcast systems open up.

Contractors should treat the DPR as the battleground: whoever defines the scope effectively prices the project.

The Industry Signal

The industry signal is not that a stadium is being renovated. It is that a state EPC institution is front-loading design ownership and running gated, consultant-led procurement for non-core infrastructure, with construction deferred until a costed DPR is locked.

For the contractor and consultant market in Uttar Pradesh, design-stage positioning now determines construction-stage economics later.
