Veligonda Tunnel-2 Fatality Puts MEIL Safety Under Review

Vijayawada: A fatal machinery strike inside Veligonda Tunnel-2 has pulled executing contractor Megha Engineering & Infrastructures Ltd (MEIL) into a final-stage safety review.

Andhra Pradesh Water Resources Minister Nimmala Ramanaidu and Joint Collector-cum-Project Authority Puli Srinivasulu intervened within hours of the incident.

An 18-year-old Uttar Pradesh worker, Montilal, was struck by a reversing hydraulic machine near the tunnel boring machine at the 9.8-km point inside the tunnel, near Kothuru in Prakasam district's Dornala mandal.

He died while being shifted to hospital.

Why the timing matters

The Veligonda Project is a drought-response lifeline for Markapuram and adjoining districts, delivering irrigation and drinking water.

For MEIL, the accident lands at the worst commercial moment: the minister has described the tunnel works as being in their final stage, when residual float is thin and any safety-driven stoppage, investigation or remedial order converts directly into schedule and margin pressure.

The accountability chain is now active

Multiple authorities have moved within hours of the fatality.

- Minister Nimmala Ramanaidu has spoken to the project chief engineer and the contracting agency, directed assistance to the worker’s family, and ordered a worksite safety review with strict protocol compliance.
- Joint Collector-cum-Project Authority Puli Srinivasulu inspected the site and directed the contracting agency to take precautionary measures.
- Police have registered a case and are examining the movement of the hydraulic machine and the safety arrangements in place.

What this means for execution

This is not a geotechnical failure; it is an operational safety failure involving support machinery reversing near a live workface — a classic exclusion-zone and spotter-control breakdown.

The real exposure sits in the subcontractor and labour-management chain: an 18-year-old migrant worker positioned behind moving plant signals a supervision gap that insurers, the owner and future prequalification panels will scrutinise.

For MEIL, the immediate priority is containment: compensation, a site safety reset and demonstrating that the final stage can be completed without further loss.
