The Handover Has Already Stalled

The winding down of Cochin Smart Mission Limited (CSML) has turned Kochi's smart city pipeline into an early case study of what happens when a mission-mode special purpose vehicle sunsets before its asset handover is contractually settled.

The National Highways Authority of India (NHAI) issued a no-objection certificate on 22 April 2025 for redevelopment beneath the Vyttila and Palarivattom flyovers. Yet a senior NHAI official confirmed CSML had not implemented the scheme and had sent no update.

The Rs 300 million plaza and pedestrian walkway package now sits undecided despite NHAI's safety conditions:

- No parking beneath bridge structures
- Barricaded pedestrian routes away from the carriageway

Digital Assets Face the Same Pressure

The transition risk is not limited to civil works. The ParKochi application, which CSML rolled out with advance booking, sensor-based tracking and digital payments across 30 locations, remains incomplete on:

- Real-time data exchange
- Location-based monitoring
- Automated enforcement

Software integration has stalled during the organisational transition. This is a clear signal that digital assets, which depend on recurring technical support rather than one-time capital delivery, are the first to fail when an SPV dissolves.

The Structural and Commercial Fallout

Kochi Corporation is now weighing whether to become the nodal agency and create a project management unit spanning planning, engineering, finance and information technology. The fact that the civic body must build this capacity signals the core structural gap: Smart Cities Mission SPVs concentrated delivery capability that most urban local bodies never developed.

The Rs 54.3 million Nature Park near the Vyttila Mobility Hub, delivered with the Vyttila Mobility Hub Society (VMHS), is expected to be completed, but land-filling has already pushed it past a September target.

For contractors and technology vendors, the commercial exposure is real. Incomplete scopes, uncertain maintenance obligations and handover of project reports to Kochi Corporation will determine payment, defect liability and O&M continuity.

As the Smart Cities Mission closes across India, every city faces the same test—whether its municipal corporation can absorb assets, contracts and data that the SPV once managed.

Kochi is showing that the handover, not the construction, is the highest-risk phase.
