NH-202 STMC Lapses as Tribal Councils Set Deadline

The maintenance failure on NH-202 in eastern Nagaland has become a governance confrontation.

Five tribal councils have given the Ministry of Road Transport and Highways (MoRTH) and the Nagaland government until the first week of October 2026 to finish pending work, or face "actions deemed fit." The councils are:

- Chang
- Sangtam
- Khiamniungan
- Yimkhiung
- Tikhir

The trigger is a Short-Term Maintenance Contract (STMC) covering the full 244 km corridor, awarded to Hi-Tech Construction & Co., Pace Enterprises and Classic Construction for June 19, 2025 to June 19, 2026.

The joint representation states the contract lapsed "without any visible execution" across the entire stretch.

That is the core signal: a year-long O&M contract expired with zero delivered scope, while MoRTH has already sanctioned a fresh 2026-27 STMC covering Tuensang, Shamator, Kiphire and Meluri districts.

Why this matters commercially

STMC contracts are low-ticket but high-frequency instruments that keep national highway assets serviceable between capital works.

When a 244 km STMC runs its full term without execution, procurement was treated as an allocation rather than a deliverable obligation. Splitting one corridor across three contractors should reduce delivery risk; here it diffused accountability.

The tribal demand to keep the 2026-27 STMC in abeyance until the 2025-26 scope is closed asks MoRTH to stop layering new contracts on unperformed old ones.

Delivery and policy exposure

The representation also cites a July 27, 2026 MoRTH communication (D.O.NH-12024/09/2021/NG/Zone-V) and a July 20, 2026 meeting with the Deputy Chief Minister on an "interim arrangement" to keep National Highway projects and land acquisition moving under pre-2025 norms.

That signals a land acquisition policy shift that had threatened to stall momentum.

The operational lesson for contractors and suppliers in the northeast: community bodies now act as de facto contract monitors, escalating non-performance publicly with deadlines.

The longer-term prize

The longer-term prize is the long-pending two-laning of NH-202 — the only National Highway serving Tuensang, Shamator, Noklak and Kiphire districts still awaiting upgrade.

Any contractor positioned for that capital works package should read this as a live test of MoRTH's enforcement posture and local stakeholder tolerance.

The next award cycle will be watched for execution credibility as much as price.
