NH-202 Landowners Reject MoRTH Maintenance Contract

A Right-of-Way Standoff on NH-202

MoRTH has walked into a right-of-way standoff on NH-202. The Ministry of Road Transport and Highways' decision to sanction a Short-Term Maintenance Contract (STMC) for the Kiphire-Meluri stretch has been formally rejected by the Affected Landowners' Union, NH-202 Kiphire-Meluri and now backed by seven additional village councils — Kiphire, Singrep, Okhe, Phelungre, Longthonger, Yingshukur and Lihtsaoung.

The objection is not to road upkeep. It is to sequencing.

Communities along the corridor say they have absorbed more than a decade of surveys, assurances and field cooperation — including a 2025 alignment survey — on the expectation of a permanent two-laning project. In their reading, the STMC converts a capacity-expansion commitment into a holding operation.

Two demands frame the dispute: no short-term or temporary repair work on NH-202, and immediate commencement of two-laning with release of all pending land compensation. The warning attached is explicit — failure to comply will push the villages into "stronger democratic and public actions."

Commercial Exposure for Delivery Teams

For delivery teams, commercial exposure sits in three places.

- Land compensation remains the binding constraint: a maintenance contract can proceed without resolving it, but a two-laning award cannot.
- An STMC that runs into local resistance becomes undeliverable regardless of its modest scope, converting low-risk OPEX work into a mobilisation and reputational problem for whichever contractor is appointed.
- MoRTH's push toward maintenance-led asset management — a rational budget strategy — is colliding with communities that read it as a signal that capital works have been deferred indefinitely.

The Wider Signal for Contractors and Developers

The deeper signal for contractors and developers is that in the Northeast, community consent and compensation settlement are now the real gate to award and execution.

Procurement instruments alone cannot de-risk a corridor where the right-of-way question remains unresolved.

The eventual two-laning EPC contractor or concessionaire — not an STMC holder — captures the real upside, but only after land is cleared.

Until MoRTH and its Northeast executing agency, NHIDCL, sequence compensation ahead of contracting, NH-202 will remain a corridor where both maintenance and upgradation carry protest risk.
