NHAI Moves NH-766 to Central Control

The National Highways Authority of India (NHAI) is moving from notification to on-ground control of the 110 km NH-766 corridor linking Vellimadukunnu in Kozhikode to Muthanga in Wayanad, targeting a takeover by October.

The shift converts a stretch long managed by the Kerala PWD's national highway wing into a central, EPC-grade asset, with the four-laning DPR placed under NHAI's Kozhikode project director and a site office being set up at Kalpetta.

A Procedural Trigger with Commercial Weight

The trigger is procedural but commercially material. The Union Ministry of Road Transport and Highways (MoRTH) had already notified the corridor under the national highway development programme and floated DPR tenders more than once.

Repeated invitations signal a difficult mandate: the alignment climbs the Thamarassery Ghat, runs through ecologically sensitive Western Ghats terrain, and carries heavy land-acquisition and geotechnical complexity.

Execution Scope and Ghat Relief

Execution intent is visible in the scope. The corridor plan covers:

- Four-laning of the Vellimadukunnu–Puthuppady and Puthuppady–Muthanga sections
- Bypasses at Koduvally, Thamarassery and Sultan Bathery
- The Chippilithode–Maruthilavu–Thalipuzha road as an alternative to Thamarassery Ghat Road

That alternative route is the real relief valve, addressing recurring ghat closures in heavy rain and improving evacuation and freight movement from the Wayanad plateau to the Kozhikode coast.

Stakeholder Implications

Contractors and DPR Consultants

For contractors and DPR consultants, the handover resets the procurement arithmetic. NHAI standardisation brings defined design speeds, geometric standards and contract packaging that PWD-managed stretches do not consistently offer.

But the hill sections will test cut-and-fill stability, retaining structures, drainage and forest-clearance sequencing. Bidders without proven ghat-road and landslide-mitigation capability face sharp execution and margin risk.

Decision-Makers and Next Steps

The commercial winners are not yet named. The DPR consultant award is the first contractable package, with civil works to follow once feasibility and land requirements are locked.

NHAI is the dominant decision-maker and delivery stakeholder; MoRTH controls the programme designation and funding. Kerala PWD retains a transitional role but loses delivery control on a corridor where state-level maintenance was the default.

The Structural Signal

The structural signal: India's most difficult hill corridors are being pulled out of state PWD NH wings and re-baselined under NHAI standards. That accelerates DPR-to-award timelines but also shifts design responsibility, risk allocation and land-acquisition accountability toward central agencies.

NH-766 is an early test of whether that institutional reset produces a buildable, fundable four-lane programme on the ghat.
