From Audits to a Joint Operating Agenda

The National Highways Authority of India (NHAI) and the National Road Safety Board (NRSB) have converted road safety from a periodic audit exercise into a structured, jointly governed operating agenda.

At an institutional meeting at NHAI headquarters in New Delhi, NRSB Chairman Dr. Nitin R. Gokarn and NHAI Chairman Santosh Kumar Yadav committed the two institutions to sustained, periodic reviews — a signal that safety performance will now be tracked with the same rigour as construction timelines and toll revenue.

The Safe System Approach

NHAI's presentation framed safety across the full operating chain:

- Highway engineering
- Road safety audits
- Black-spot management
- Speed management
- Intelligent Transport Systems
- Emergency response
- Post-crash care
- Commercial vehicle safety
- Driver welfare

The governing lens is the Safe System approach, with six workstreams spanning risk identification, safe engineering and operations, commercial vehicle and ITS interventions, incident management, digital decision-support, and institutional accountability.

Key Directives from the NRSB

The commercially significant directives came from Gokarn.

NHAI must identify the top 10 accident-prone locations nationally — effectively naming accountability for the highest-fatality corridors.

Toll plaza personnel are to be first-aid trained to act as first responders.

NHAI field offices are also required to run road safety initiatives through state administrations and the Ministry of Road Transport & Highways rather than in isolation.

Existing concessionaires and O&M operators should expect safety-linked performance obligations — first-response readiness, black-spot rectification and data reporting — to tighten in future concession agreements and renewals.
