Pamban Dredging Row: Scope, Not Navigation, Delivered

Project Background

The Pamban canal dredging contract in Ramanathapuram has become a live case study in how India’s minor-port maintenance is procured and accepted.

The Tamil Nadu Maritime Board awarded a Rs 9.5 crore private contract to remove accumulated sand and deepen a 3,500-metre stretch; about 500 metres is reported complete.

Fishermen say sandbars persist even in dredged sections, with more than 10 propeller wings damaged in a month.

The Specification Gap

The friction is not whether dredging happened, but what the contract was specified to deliver. The work is scoped by linear length and dredging activity, not by a guaranteed navigable channel.

Theevu Fishermen association members say they handed GPS coordinates of obstructing sandbars to the executing team and were told further deepening could not be undertaken in those areas — the tell-tale sign of a fixed scope and fixed price, not an outcome tied to safe navigation.

Canal Profile

The canal is small but strategically loaded.

- It links the Gulf of Mannar and the Palk Strait.
- It runs about 2 km beneath the Pamban road and railway bridges.
- It spans roughly 125 metres with a maximum depth of 2.11 metres.

Sedimentation has pulled depth below 2 metres in several stretches — enough to ground mechanised boats. For the fleet it is daily operating infrastructure; for the Tamil Nadu Maritime Board it is a recurring maintenance liability.

Commercial Signal and Escalation

The commercial signal is the specification gap. A Rs 9.5 crore contract discharged by dredging 3,500 metres can still leave the channel unnavigable, because acceptance is measured in volume or length, not vessel clearance.

The contractor’s risk is capped by scope; residual navigation risk falls on the Pamban Port Office, the district administration and the fishing community.

The petition has now been escalated, moving the dispute from site execution to institutional accountability.

Procurement Lessons

For infrastructure professionals, the lesson is procurement design. Maintenance dredging should be bought as an outcome:

- Minimum guaranteed depth
- Channel availability
- Navigability windows

Payment should be tied to survey-verified clearance rather than metres executed.

Until that shift occurs, small maritime maintenance contracts will keep repeating the Pamban pattern: work certified, channel still blocked, and end users absorbing the cost in damaged propellers and grounded boats.
