Political Flashpoint in Sangli

Maharashtra State Road Development Corporation (MSRDC) now carries a delivery risk that no EPC contract can isolate.

On 21 August, a politically organised morcha reached the Sangli district collectorate demanding cancellation of the 856.7 km Shaktipeeth Express Highway.

The composition is the story: NCP-SP MLA Jayant Patil, MLA Vishal Patil, Congress MLC Satej Patil, Swabhimani Shetkari Sanghatana leader Raju Shetty, and Mahadev Jankar stood with the Shaktipeeth Highway Virodhi Sangharsh Samiti.

Project Scale and Commercial Case

The corridor is among Maharashtra's most capital-intensive surface transport bets.

It runs from Nagpur via Pavnar in Wardha to Banda/Patradevi on the Goa border across 13 districts, at an estimated ₹1.01 lakh crore.

MSRDC has issued final land acquisition notifications and earmarked ₹20,787 crore for roughly 8,760 hectares.

The commercial logic is sound: Nagpur–Goa transit time falls from about 21 hours to seven-to-eight hours.

Land Conflict in the Sugarcane Belt

The resistance is concentrated in the western sugarcane belt of Sangli, Kolhapur, and Satara.

Key objections include:

- Jayant Patil contends 25,000 acres of agricultural land will be destroyed.
- Protesters argue the alignment fragments fertile plots.
- Protesters argue the alignment severs water pipeline routes.

That is the crux: the land budget is colliding with a high-value farm economy and an organised political bloc capable of sustaining litigation and administrative pressure.

Execution Risk for Contractors and Lenders

For contractors, consultants, and lenders, the signal is execution risk with a pricing consequence.

Final notifications do not equal possession.

Each district-level dispute:

- Resets possession schedules
- Inflates carrying costs on the ₹20,787 crore land envelope
- Forces bidders to price social risk into packages

If acquisition slips, package sequencing, mobilisation, and cash-flow assumptions shift together.

A Leading Indicator for the Corridor

The structural takeaway is that Maharashtra's greenfield expressway push is moving from alignment approval into the harder phase of land conversion in contested districts.

The Shaktipeeth Express Highway is the test case.

Whoever holds EPC packages will be bidding against political terrain as much as physical terrain.

Sangli should be read not as a local event, but as a leading indicator for land-linked delay across the corridor's 13 districts.
