Shahjahanpur Municipal Corporation has moved from tender acceptance to enforcement against M/s Bhadauria Construction, with Municipal Commissioner Saumya Gururani ordering an FIR, blacklisting and recovery proceedings after verification flagged allegedly fabricated experience certificates used to secure municipal works exceeding ₹3 crore.

More than ₹2.5 crore has already been paid against those works.

The trigger is forensic, not contractual. A Right to Information (RTI) query to Haldwani Municipal Corporation reportedly found the firm's claimed work absent from the relevant PG book.

A second certificate tied to Khutar Development Block showed discrepancies at the Block Development Officer level, with suspicion that portions of the document were edited.

The two questionable credentials became the basis for works spanning:

- Roads
- Drainage
- Boundary walls
- Interlocking
- Culverts
- Sewerage
- Park beautification
- Temporary cow shelter

Commercial Exposure and Wider Procurement Risks

The commercial exposure sits squarely with Bhadauria Construction.
