The blockade at Tilabazar on the Rangauti–Kailashahar Dak Bungalow road is not a routine commuter protest. It is a visible symptom of weak post-construction quality assurance in the Tripura Public Works Department (PWD) road portfolio.
The stretch, under Gournagar RD Block in Unakoti district, was awarded roughly three years ago to an Agartala-based contractor at an estimated ₹7 crore. E-auto drivers say the carriageway began failing within months of handover and has never received a permanent repair.
The commercial failure here sits in the defect liability period.
On a standard PWD road contract, the contractor remains liable for defects for a defined period after completion, backed by performance security or retention money.
The fact that deterioration appeared within months — and that three years later only temporary patching has occurred — indicates the defect liability window was either not enforced, not inspected, or allowed to lapse without invoking the contractor's obligations.
Deputy Chief Minister Mati Debbarma reached the spot, signalling political escalation, but no PWD official had arrived when the report was filed.
That gap matters: a repair commitment without an engineer on the ground is a promise, not a procurement instruction.
The protesters' core question — was the road inspected after completion, and what action was taken against the contractor — is precisely the question a project review should already have answered.
For contractors and engineers, the signal is structural. When a ₹7 crore asset degrades this fast, the failure is usually traceable to one of three points:
- Deficient pavement design or material specification
- Weak site supervision during execution
- An absent maintenance and defect-enforcement regime after handover
The PWD's repeated temporary repairs suggest the department has absorbed the maintenance cost that the defect liability clause was supposed to transfer to the contractor.
The wider implication is that Tripura's road contracting needs a tighter loop between completion certificates, third-party quality audits, and enforceable performance guarantees.
Until defect liability is actively invoked — with named officials accountable for inspection and enforcement — similar ₹7 crore assets will continue to convert into recurring repair liabilities and public confrontations.
